Zero Emission Vehicle Infrastructure Plan (ZEVIP)
Maryland’s Zero Emission Vehicle Infrastructure Plan (ZEVIP) will set forth a multi-agency strategy for the statewide deployment of publicly available charging infrastructure to support the growth of light-, medium-, and heavy-duty zero emission vehicles (ZEVs) under the Climate Solutions Now Act and Maryland’s clean cars and trucks goals.
Maryland’s National Electric Vehicle Infrastructure (NEVI) Plan and Program are key aspects of the ZEVIP. However, the ZEVIP also builds upon NEVI by incorporating additional initiatives, such as discretionary grants, other state and local programs, and private investments, to plan for Maryland’s charging network beyond federal NEVI investments. This approach will help develop the state’s understanding of existing and potential opportunities to maximize ZEV infrastructure deployment across Maryland through public and private partners.
ZEVIP Survey
Several areas of opportunity identified through the survey to improve Maryland’s ZEV infrastructure are:

- Collaborating with Utility Companies to Ensure Grid Reliability and Smart Charging
- Establishing Maryland EV Infrastructure Performance Standards
- Implementing Fleet Transition Support for Businesses and Municipalities
- Developing a Maryland EV Workforce Readiness Strategy
What’s Next
MDOT anticipates publishing the ZEVIP in January 2026, with future updates to the plan as the industry matures, conditions change, and more information becomes available.
