NEVI Background
Purpose of the NEVI Plan
The NEVI Plan is a strategic document that describes how Maryland intends to use its NEVI formula funds to implement its NEVI Program. Its approval by FHWA allows the State to access these funds for investments.
Funds must be used for:

- The acquisition and installation of EV charging infrastructure to serve as a catalyst for the deployment of such infrastructure and to connect it to a network to facilitate data collection, access, and reliability;
- Proper operation and maintenance of EV charging infrastructure; and
- Data sharing about EV charging infrastructure to ensure the long-term success of investments made under the program.
On July 15, 2022, the Maryland Department of Transportation (MDOT) submitted the Maryland State Plan for NEVI Formula Funding Deployment (Maryland NEVI Plan) to FHWA in advance of the federal deadline of August 1, 2022. MDOT worked with the Maryland Energy Administration (MEA), partners, and stakeholders to develop Maryland’s original NEVI Plan. Maryland must also submit annual NEVI Plan Updates to FHWA for review and approval.
