NEVI Background

The Bipartisan Infrastructure Law, enacted as the Infrastructure Investment and Jobs Act (IIJA), Public Law 117-58 (Nov. 15, 2021), established new programs to address climate change by reducing carbon emissions. Among these programs is the National Electric Vehicle Infrastructure (NEVI) Program to provide formula funding that Federal Highway Administration (FHWA) shall distribute among states to strategically deploy electric vehicle (EV) charging infrastructure and to establish an interconnected network to facilitate data collection, access, and reliability. Maryland is apportioned about $63 million in federal fiscal year (FFY) 2022-2026 NEVI formula funds.

Purpose of the NEVI Plan

The NEVI Plan is a strategic document that describes how Maryland intends to use its NEVI formula funds to implement its NEVI Program. Its approval by FHWA allows the State to access these funds for investments.

Funds must be used for:

    1. The acquisition and installation of EV charging infrastructure to serve as a catalyst for the deployment of such infrastructure and to connect it to a network to facilitate data collection, access, and reliability;
    2. Proper operation and maintenance of EV charging infrastructure; and
    3. Data sharing about EV charging infrastructure to ensure the long-term success of investments made under the program.

On July 15, 2022, the Maryland Department of Transportation (MDOT) submitted the Maryland State Plan for NEVI Formula Funding Deployment (Maryland NEVI Plan) to FHWA in advance of the federal deadline of August 1, 2022. MDOT worked with the Maryland Energy Administration (MEA), partners, and stakeholders to develop Maryland’s original NEVI Plan. Maryland must also submit annual NEVI Plan Updates to FHWA for review and approval.

The NEVI Program

The NEVI Program is Maryland’s implementation of its NEVI Plan through the deployment of publicly available EV charging infrastructure. The program’s primary goal is to build out charging corridors along major highways in Maryland. Its secondary goal is to close charging gaps in communities where Marylanders work, play, and gather.
