What is the ZEV Infrastructure Plan?

The Maryland Department of Transportation (MDOT) is developing Maryland’s Zero Emission Vehicle Infrastructure Plan (ZEVIP) in accordance with Maryland Executive Order 01.01.2024.19. The ZEVIP will set forth a multi-agency strategy for the statewide deployment of publicly available charging infrastructure to support the growth of light-, medium-, and heavy-duty zero emission vehicles (ZEVs) under the Climate Solutions Now Act and Maryland’s clean cars and trucks goals.

Why It Matters

The State of Maryland is a committed climate and clean transportation leader. Electrifying the transportation sector, which represents over one third of all greenhouse gas (GHG) emissions in the state, is a critical component in achieving state goals of net-zero GHG emissions by 2045 and registering 1.1 million light-duty ZEVs by 2030. The ZEVIP will:

    • Assess the changing ZEV landscape in the face of federal uncertainty
    • Identify the projected need for publicly available ZEV infrastructure
    • Recommend key actions to support deployment

How It Builds Upon Existing Work

Maryland’s National Electric Vehicle Infrastructure (NEVI) Plan and Program are key aspects of the ZEVIP. However, the ZEVIP also builds upon NEVI by incorporating additional initiatives, such as discretionary grants, other state and local programs, and private investments, to plan for Maryland’s charging network beyond federal NEVI investments. This approach will help develop the state’s understanding of existing and potential opportunities to maximize ZEV infrastructure deployment across Maryland through public and private partners.

Maryland’s Zero Emission Vehicle Plan (ZEVIP)

The NEVI Plan and Program, are key aspects of Maryland’s Zero Emission Vehicle Infrastructure Planning (ZEVIP) initiative. The goal of ZEVIP is to look at Maryland’s ZEV infrastructure holistically. As illustrated in the graphic below, the ZEVIP effort builds upon NEVI by incorporating other initiatives, such as discretionary grants, other state programs, and private investments. This approach will help us develop an understanding of existing and potential opportunities to maximize ZEV infrastructure deployment across Maryland.
